You can lay a floating laminate floor over ceramic tile. They now make floating ceramic tile that you can lay over most materials. I would not install any type of wood flooring that must be glue or nailed down over ceramic tile. I would only reccommend the laminates that the joints lock. Laminates that the joints glue can really be a pain.

Your question isn’t very clear, is it the thickness of the flooring you are concerned about? I would strongly advise against putting any type of flooring over tile, the tile should be removed first. This is not a fun job but with the right tools it can be done, right down to a Hilti dustless concrete grinder to remove any thin set mortar left behind. Removing the tile may also take care of your thickness issue.
